Where to buy rental

I have a question a friend of mine has a home that he rents out for 1090 a month. He makes a little over 500 a month on the property. He's trying to sell it for what he owes on it which is 52,000. I was thinking about purchasing it but the only thing that is stopping me is the area that it is located. Should that really matter to me if it has good cash flow?
