property management help

okay, our condos have a property management firm doing the work for us.
I am unhappy with there work and would like to put somone else in charge of renting out my open units.

this property management tells me i cant do this, because the person i have chosen isnt licensed. so what, whats the difference if i do it myself or hire someone else to do this. i am not licensed so why should the person i hire have to be? doesnt make sense to me.

anyone have any in sight on this for me? i live in canada too if that makes a difference.
