Notice from the City: Trip Hazard.

A month ago I consulted a contractor  for a pavement work in one of my rentals. The pavement is uneven and is a trip hazard. I was informed by the contractor that he does general contracting and can do the concrete job to correct the matter. They were willing to start right away. I was concerned about the freezing temp in Philadelphia area and how it will affect the settling of the cement. The area of concern has a heavy foot traffic. I asked that they should wait until the temperature is good enough but honestly thought that they should know better that cold temperatures can affect the concrete work. Someone sounded unhappy when I suggested to wait for the right temperature. 

Today I received a notice from the City about the trip hazard. 

It dawned on me that  I should hire people who specialize in concrete work and not general contracting and have this done, weather permitting. 

My story. Any similar situation here in BP?
