Qualifying boyfriend and girlfriend applicants?

In my prescreening questions I learned that the 2 make over 3x income when together.   However, individually neither of them make 3x.  

How do you handle this?  Pretty sure I know how this will end, they break up and the one staying can't afford it, so I'm passing on them.  Anything I'm missing?
