Is it reasonable to ask tenants to pay for all broken windows

Hi, BPers

I saw some samples of rental agreements saying that tenants will be responsible for broken doors, windows and window glass regardless of whose fault it is.  It seems it tries to cover the damages from, for example, break-ins, or kids throwing rocks at the windows. But is it common to have such clauses in the agreement? What are the logics behind it?
