Flat paint top to bottom, even on the baseboard. If it's a more higher end rental, we put glossy white on the baseboard, trim and doors. The cost of paint is nothing, it's the labor that gets you. Flat paint can be sprayed on, glossy can not, and most cleaning people will out right refuse to clean walls. You can have a wall painted or touched up super cheap once it's all flat white.
