Tenants fighting over sharing electricity meter!! Submeter time??

Hi all I have 2 homes in my backyard that share a meter for electricity. My tenants are constantly fighting over who uses less and don't want to pay their fair share. I can't afford to separate the meters. Rewiring the entire house would cost upwards of 10k. 

Is submetering the answer?? And if so, what companies do this? And do you guys feel it's a good solution to my problem??
