Deposits and Disputes of Charges

I know that a landlord has 30 days to return a deposit to a tenant as per SC Law. The tenant also has 15 days from receipt of move out charges to dispute any charges that are deducted from the deposit. How long does the landlord have after a dispute is made to then return the deposit to a Tenant? Also, is that time limit check in hand or check in mail?
