Assisted Living Not Paying Rent

I have a rental property that is currently being rented out by an assisted living. The tenant keeps saying that she was not not paid by the State or the families. What should I do. Really do not want to put the residents out because the AL Manager is not willing to pay the rent or able to pay. But I do not want to be taken advantage either because I have a mortgage on the home.  I would like to know who should I contact: The Dept of Aging;  APS; and/or OHCQ.  Let me know your thought. Thanks
