low monthly % vs. low maintenance cost for finding a PM?

Trying to decide on a Property Management company.... one has lower placement & renewal fees with higher repair & maintenance fees, the other has a reputation for  low repair & maintenance fees but higher monthly/annual fees.  Advice? THANKS
