City Of Glendale AZ says tenants not allowed to turn on utilities
The city of Glendale, Arizona is implementing a policy that forces landlords to turn on water, sewer and trash collection services for tenants. This raises the risk of owning property in that city ... which will likely lower values further when investors stop buying there.

Philadelphia has always had municipally owned natural gas and water, and was allowed to place a lien against the property should the bills for those services go unpaid. Same effect - landlords can risk a lien or pay the utilities (there are some other alternatives also being used BTW). Trash is also a lienable municipal utility in Phila.
