San Jose rental business tax

Just got a notice about the new business tax for landlord in San Jose. Apparently, only 12% of landlord complied & registered, so they have extended the deadline for registration to June 30, 2018. Does this mean if you registered, you are out 1/2 years of tax? (not much, less than $100). Will you register? or wait until the deadline date?
