Snow removal in 3 unit building is a pickle

I own a triplex on a desolate block of Pittsburgh. All 3 leases say snow removal is on the tenant, but I'm not sure if that's actually legal. I read somewhere landlord can only require that if the tenant has exclusive access to doorway. Shared doorways are landlord's responsibility. Is that true in the city of Pittsburgh? I can't find legislation on that.

Now: I wanted to hire someone, but it's not easy to find someone willing to travel every time it snows, only to do 10 minutes of shoveling.

My tenants are elderly and unwilling to do it, besides I heard exchanging tenant's service for cheaper rent is a disaster waiting to happen.

What are my options? 

* I'd love to shovel myself but I don't live close enough
