Water Bill overage in agreement.

I am typing a lease and want to pay for the tenants water bill. I however, do not want to get screwed if things go south with that. 

Is there a way I can type out that if tenant goes over X amount of dollars per water bill that he or she is expected to pay that as additional rent? 

would that be additional rent?
