Best location for ROI on rental properties in Oregon?

I am an agent and an investor in the Portland Metro area.  Things around here don't pencil: too expensive!  I have a client with 1031 money to invest.  I was thinking the coast or maybe Springfield?  Any thoughts from Oregon investors?
