Electric heat without ductwork

I will be closing on a four-plex tomorrow that currently has old electric wall heaters installed in each apartment. What would be the most cost effective and smartest move for a rental to update the heat system? I do not plan to have ductwork installed in each apartment and all four apartments are on 200 amp electric service.

@Angela Doyle, consider mini-splits. They are way more efficient than resistance heating and are also A/C in the Summer, which can be a huge selling point, depending on where you're located.
