Suing PM for double charging of labor.

My property manager paid a bill to a vendor and naturally charged me - all good there. I later audited the bill and found I was charged double for some labor (on two separate lines). The people who did the work retired and moved out of state, and of course the PM could not recover the funds or get in touch (so they say). Is the PM responsible for paying me back for their mistake?
