Property mgmt witheld money erroneously (Ohio)

Follow up on a previous post.

I moved into an apartment in Cleveland heights, Ohio August 2017.

Was a very simple , sign the lease and here’s the keys. No walk through after first being shown the apartment.

From 8/2017-2/19 it was being managed by property manager A and owned by owner A. At the end of February/ middle of March, the property was sold to owner B and now managed by property manager B.

We moved our 3/31/19

We recently received our security deposit (missing the 250 refundable pet deposit)

And also 175$ short for “cleaning and blinds repair”

However, the blinds being referred to were in imperfect condition when we moved in, and I also hired a cleaner to come clean the apt for 8 hours (in addition the cleaning I had already done) if anything the property was cleaner than it was when we moved in. I have a videos of the apt after being emptied out and thoroughly cleaned.

After reaching out to property management company B who sent us the deposit requesting that he A. Let’s me see what evidence he was basing these claims off of or B. Let me know his policy and determining these damages if he doesn’t have damage. “At first he said he had the document (which is impossible because a move in walkthrough/checklist never happened) then when I said, oh you have it can I see IT? All of a sudden he no longer had it or “doesn’t have to show me” he basically told us that it sucks to be me.

since then I have done the following

Filed a claim with the Ohio attorney General. Left a review on every site I could find including the BBB.

I’m now curious about small claims. I have reached out to the city in which we resided. They informed me of the process. I just need to know who I sue? Is it property owner B? Property management company owner B? Both?
