Brainstorming how to keep water costs low

I have a duplex where the water is not separate. The tenant uses too much water via (doing laundry every single day) and doesn't want to foot the costs. Aside from many issues, I decided i'm not renewing her lease next year since she's proven to be dishonest about many things. 

What are some ideas (legal) to control this OR avoid this overuse on utilities going forward?

@Aisha M. when we inspect the units (annually) we check for leaky toilets and dripping faucets. We also instruct tenants to report plumbing problems right away. We have tried low flow toilets but they do not go well with older plumbing. Too much plunging and odor-my experience anyway. Low flo washer works great but instruct the tenants to use less soap or even better pods. Lawns waste a ton of water. All the best!
