Trash Dumping - advice or suggestions?

We have what has become a serious problem with one of our communities with non-residents using our trash dumpsters. We've already had to increase the number of pickups per week (at our expense) to keep the dumpster area manageable and presentable.

However now, we have started to have what seems to be handyman and construction debris (from the debris it is obviously not from our property) offloaded and dumped at or in front of the trash dumpster area - blocking resident AND trash truck access.

We have considered video cameras, a locking gate, etc.

ALL thoughts and ideas are welcome.

Rent a wolf man suit from a party store . Hide in the dumpster . When the perpetrators flip the lid up jump out and grab them by the neck ..probably not the most professional way for a business owner to handle it , but it would be worth it seeing them $&$&  their pants !
