Dealing with insurance water claim- they wont pay for tile

insurance water claim w travellers- they wont pay for tile replacement. The tile is knocking. I attempted to reach out to public adjusters/ insurance attys- they wont take the claim since it doesnt make financial sense to them to collect 10% on a minor claim. Please guide.
