roof on field lines to protect it from heavy recent rains in atl

Due to heavy rains in Atlanta septic field lines are becoming wet and not peculating water any more. Is there is a way i can put some cheap roof(asbestos or plastic shed etc.

) on top of field lines in my backyard so that rain water does not fall on the field lines.  Do I need city or county permission for this type of shed in back yard. Please advise
