Bill Collectors at Rental

The previous tenant (before I was owner) owed a debt. Bill collectors continually come by the house looking for him and my tenants feel like they are being harassed. What if anything can be done to stop them from coming to the property? Do I have any obligation to my tenants as the landlord or are debt collectors protected by the Fair Debt Collection Act? Any advice is appreciated.
