Refrigerator access for house hacking

Hi, so my friend bought a 4 bedroom SFH in Ventura County (near Moorpark/Calabassas) and is planning on adding roommates for house hacking purposes with the lifting of COVID restrictions. Logistically they are thinking of the following regarding kitchen privileges:

Each guest room is allowed to have a mini refrigerator in lieu of main refrigerator access and each guest/roommate gets full kitchen privileges with the exception of the refrigerator.

Is that too restrictive and would my friend then have to settle for less than market rate to rent the rooms? Part of the problem is the main refrigerator is a bit small but there's really no room for a bigger fridge at the moment without remodeling the kitchen.

Another option might be to put a second fridge out in the garage, but it's easier to allow roommates to have a mini fridge in their room.
