JERSEY CITY:Annual Non-occupant Owner Registration Statement

I own a single family home in Jersey City and I rent it out. Why do I need to fill this form out? I don't like giving out information unless I have to.  Are they just looking for new ways to tax me?  What happens if I don't fill it out annually?
