Keep Or Sell Rental Property

Hello BP family. I have a duplex that i got in 2017 and the taxes went up to 9k, more than doubled. That ate up cashflow so now i'm breaking even. Also one of my tenants has not paid since April, so now im thinking maybe i should sell it. Please help?
