Any experienced investors in Hartford Connecticut?

So I’ve been researching small residential buildings around 6-9 units , and I come to find price ranges relatively low compared to New York obviously. Contrary by word of mouth I’ve heard about bad experiences with landlords going through lawsuits and terrible tenants. Could it be weak strategy’s in tenant selection or just inheriting bad tenants? What would you do about it Any investors in the area of Hartford Connecticut that experienced anything similar and can explain if it was worth it or not
