Past Due Utilities - Previous Tenant

Hello BP Community - Does anyone have experience with how to handle past due utilities from a renter that has since moved out and will not pay the move-out fee and final meter reading on their account? I realize this tenant should have signed a landlord affidavit, but I was unaware this existed prior to this situation until I received the "final notice" on his account. This is in Michigan. At what point is it worth the cost/process of small claims court? I already used the renters security deposit up fixing damages to the property. Thanks in advance.
