Damage Deposit Paid by assistance, Tenant passed away

Small Damage Deposit of $525 was paid by a local assistance program, and a % of the tenants rent was also paid by the program.

Tenant has recently passed away, and their sister came and cleaned up their belongings. The sister is now requesting the deposit back to give to the tenants late son, but I am not sure (Minus damages reduction) if the Late sister/Son are eligible to receive the deposit due to it being paid by a housing program.
