Transferring Utilities to Tenants after purchasing

I am considering buying a small duplex on a commercial loan.  The combined rent is $900 and both tenants are in place until the end of the year.  One unit is 1 bed/1 Bath and the other is a studio apartment.  Currently the owner pays all utilities.  I noticed when I viewed it that each unit has its own meter.  I've asked for more details, but the listing agent is less than responsive.  What options have been successful for the BP community when it comes to transferring utilities to the tenants.  I think there is some room to raise the rent, but not enough to offset the cost of utilities.
