Cleaning the property before leaving

Am I allowed as the homeowner to bill the tenant when the lease is completed for not cleaning the home? All of my other tenants have cleaned the home (as required in the lease) and left it in nice condition, the tenant that just left, left the house in filthy condition. Can I bull them to clean the home and do the work myself or do I need a quote from a company to present to them?

@Tammy Mason My recommendation is don't waste your time doing it yourself. Cleaning the insides of refrigerators and stoves, scrubbing bathtubs etc is not fun, is not creative and certainly won't make you a better person, or more fun to be with. Don't do it and don't allow your spouse to do it. Hire someone and deduct it from the security deposit if your tenant leaves a mess behind. Put it in your lease. All the best!
