Rehab- how much should I spend? Which improvements are a must?

Most properties I find have BAD exterior siding, decent roofing, old fashioned kitchen cabinets, oil boilers, and etc.

Should I increase my rehab cost and make the investment property more rentable and sacrifice a higher Cashflow? If so, what % should be still considered reasonable?

@Dennis Grundmann My strategy here in Columbus oh is to find properties that have the mechanicals and structure taken care of, windows, roof, but in need of cosmetic updates, ugly kitchens, baths, paint, etc.. Cosmetic rehabs can be anywhere from 10k-30k
