Evictions due to high water bill

Looking for anybody with experience on evictions during Covid. We generally have a good group of renters although I do have a unit that the water bill is in the tenants name but it is ultimately the landlords responsibility to pay if it is not kept up to date. I currently have a tenant who is up-to-date on her rent (late every month) but apparently is not paying the water bill. Can she be evicted during this Covid issue due to this?

I am ultimately hoping that she will take care of the bill and we can move forward I just need to know what my options are thx
