How to warn tenants about HOA complaint

HOA contacted me - an accusation of tenants letting dogs leave a mess: "neglected to dispose of all waste from your pet". What is the best way to tell tenants about this? In-person, call, or email, etc? And should I double-check with HOA on details first, to see if it's true vs an annoying neighbor comment? Any comments welcome. Thanks.
