Foster Care Request from Tenant

Recently I purchased a duplex that came with a tenant on one side.  They are presently providing foster care and are losing 2 of the 3 children they are caring for.  They are requesting to replace the 2 children with new foster children.  As a landlord can I limit the foster care only to replace the two they are losing?
