Cold draft complaint

My tenant at is complaining about cold drafts coming in through the windows and doors. It’s winter, 13 degrees and windy. They say their electric bill is through the roof because their heat doesn’t stay in the home. How do I address this problem?

@Yatzy Chavez I am in Vegas and I have, in the past, had the opposite problem of the house not being cool enough or complaints about the cost.  I would suggest pull the utility bills from the same time last year to see if there is a difference.  You might also consider visiting the home yourself and feel if there is a draft from the windows.  Maybe they need insulated better.
