First property for rent in Reading PA

From NYC, working a city government job. Investing in PA specifically in Reading. Found a one family home for 55k with good tenants renting. This will be my first rental property. I heard that city goes hard on violations if any. Everyone is leaving NY to move to small town such this one. I did the numbers and they make sense.  Any advise?
