Will NYC Grants/Voucher provide stability?
According to The Wall Street Journal, NYC renters owe more than $1 BILLION in UNPAID rent as of January 2021. An estimated 185,000 households are behind $6000 in rent. In December, Mr. Cuomo extended New York's eviction moratorium until May 2021. Unemployment within NYC is still at a all time high private sector jobs in New York City fell by 532,500 over-the-year to 3,503,200 in March 2021.
The average tenant isn't required to pay rent and with the rising unemployment rate receiving rent on time isn't a guarantee. However tenants who have housing vouchers/grants guarantees landlords the opportunity to receive rent on time.
In a market full of uncertainty can Voucher/Grants provide stability?

You missed the part where, earlier this month, "Mr. Cuomo" (and I use that term loosely) extended the eviction moratorium until September 1. That's 19 months and counting that housing providers are REQUIRED to work without compensation.
And unemployment is at an all time high because it's more financially savvy for folks to stay home and collect the buffed up unemployment than it is to *gasp* re-enter the workforce and contribute back to society. There are articles in the local paper here that describe the plight of business owners whom cannot find help. It amuses me to see panhandlers stopping traffic in the shadow of billboards and signs seeking HELP WANTED.
