Cashout refi or purchase

I was deeded a property and was following the BRRRR method. One of the owners prematurely signed the deed before allowing the probate process complete. Now probate is completed and I'm going to get signatures again to have it officially deeded to me. I already put in the rehab and now I'm at the finish line to do the cashout refi. Suddenly the title company wants to do a purchase instead of refi. Does it matter which one i do? Is it more expensive to do a purchase loan instead of refi including tax reasons. Should I stick to the cashout refi?
