Best way to deal gaps in balcony to avoid rain water seepage

Hello,

In my rental property the top floor with balcony has some seepage of rain water and snow.What is the best way to seal any gaps between the tile and concrete. Appreciate your inputs.

Silicon caulking from a caulking gun works for me. If the gap is large you will need to apply a furring strip to take up the extra space.
