Reimbursement for time

Friend of mine has a rental that just became vancant. Tenants trashed the place. He has been fixing it up himself because he couldn't find anyone available to do the work. The tenants were trust fund babies so everything is through their lawyer. They said turn in receipts but how does he get paid for his time? Can he charge what he makes at work (construction) or possibly charge whatever the bids were for cleanup and repairs? Just trying to help him not lose his tail. Thanks for your input.
