Multi Family Water bill

Good Afternoon,  I currently own several small multi family buildings, each with multiple hot water heaters (one for each unit).  There's one water meter to the city on each property.  I'm paying the water bill for all the buildings but I need advice on how to reduce this expense.  Any ideas?

    I'm currently seeking a multifamily deal and I've been advised to use RUBS if the property does not have separate meters.
