who pays for heat the landlord or the tenant?

Hello,

My wife and I just put in an offer on a triplex and duplex combo deal. After we submitted our offer the seller told our agent about extra expenses that he currently pays that we weren't aware of. The main two were garbage and fuel oil. We ended up finding a waste management company with way better pricing than the one they are currently using so that's taken care of. If we pay for the fuel oil it will cost us about $4,000 a year more than we had planned. Two of the units use electric heat but three of them use fuel. This property is located In upstate New York and from everything I have read it is mandatory for a landlord to supply heat in New York. Does this mean I have to facilitate heat by providing the furnace, ductwork, etc (which I obviously would) or does this mean that I actually have to continue to pay for the fuel? do any of you pay for utilities and if so which ones?
