If you dig into the numbers, I think you will conclude their 'results' have less to do with being 'friendly' and more to do with 'unregulated'. Raleigh lost 30 points (of 40) in the "legal restrictions" section.

Page 136 of the Raleigh Unified Development Ordinance clearly spells out that a "turist home" is a Boardinghouse. In Raleigh a Boardinghouse is regulated and has been regulated since before AirBNB existed.

Raleigh proposed ordinance TC-07-15 adds 'Short term residential lodging' as a principal use in the UDO. This change also strikes "turist home" from the Boardinghouse definition. Operators will need to get their special use permits and follow the regulations under "Use Standards". From what I can tell, this proposal introduced 9 months ago was not adopted. When it is, I expect that D- to become an F.
