HoA CC&Rs and new vacation rental rules in San Diego

Can I place my unit under the new San Diego Vacation Rental rules passed July 16, 2018 which allows primary residence and second unit in the same building, even though the HoA CC&R says, you cannot lease less than 90 days?

I'd think that HOA's rule over broad regulations.
