Tax Investor wont let us Redeem Alabama

I am attempting to buy a house from a local professional . He moved away and apparently let it slip to the tax sale. He is attempting to redeem from the tax sale purchaser, But the purchaser will not let him redeem. The tax sale was 1-2 years ago. What is his next step for him to redeem this property ?
