Probate Maricopa County

So, I have started on a new niche of probates. I have the contract that I must fill out to get lists of probate records every week here in Maricopa County. The contract has a clause that says "Restriction on the use of data" and the sub title says "Date recipient will not use or resell data for the purpose of commercial solicitation of any individual named in the data."

Okay, obviously I can read what this says. But people all over are using probate leads, so how can I get around this?

Any advice appreciated.
