New BP member from Hudson Valley area, NY - Researching deals

The research i have been doing, Upstate NY the homes need total rehab and taxes can be a little high.  I am becoming interested in Eastern,PA area because of prices and lowers taxes, but not completely informed in the region yet. Hoping to hear from some folks in the region with some more knowledge.
