Pre-foreclosure listings questions

Hi,

If a property is in pre-foreclosure - Is the owner delinquent in paying their mortgage or property tax? or both? Where/how would i be able to find these information? I see listings on zillow with pre-foreclosure status.  Does that mean the bank hasn't taken over the property yet? Will it be a good idea to find the owner and contact them and put in an offer? Sorry brand new here and just learning what all this means. Thank you!
