Trouble doing a cash refinance on investment property in Texas

I have spoke with a lender that told me they could not do a cash refinance on my investment property because in Texas fees can't be more than 2% on the loan. The house is worth 120k to 140k and I owe 29K on property. Any suggestion on what I can do?
